Publication Scheme

The Commissioner has a duty to be transparent in her business operations and outcomes to demonstrate she is delivering value for money to you, the tax payers she serves.

As part of this, she is committed to being fully compliant with the Elected Local Policing Bodies (Specified Information) Order 2011 which sets out the information all Police and Crime Commissioners must make public. This order came into force on 16th January 2012 and has been subsequently amended by two further others.

To make this information as easy as possible for you to find, this page details everything the Commissioner is legally obliged to publish.

Information required by the Elected Local Policing Bodies (Specified Information) Order 2011

1. Relevant officer holders of the elected local policing body:

In relation to the Commissioner:

a) the name of the Commissioner;
b) the address for correspondence for the Commissioner;
c) the salary of the Commissioner (please note this is contained within the Staff Organisational Chart document);
d) the allowances paid to the Commissioner;
e) a register of interests of the Commissioner,
f) the number of complaints or conduct matters brought to the postholder's attention by the Police and Crime Panel.

In relation to the Deputy Commissioner:

a) the name of the Deputy Commissioner;
b) the address for correspondence for the Deputy Commissioner;
c) the salary of the Deputy Commissioner (please note this is contained in the Staff Organisational Chart;
d) the allowances paid to the Deputy Commissioner;
e) a register of interests of the Deputy Commissioner,
f) the number of complaints or conduct matters brought to the postholder's attention by the Police and Crime Panel.

2.In relation to the staff (and, in relation to gifts and hospitality, also the Commissioners) of the Commissioner —

a) the number of members of staff; (please note this is contained within the Staff Organisational Chart document)

b) the proportion of the staff who—
(i) are women,
(ii) are, to the knowledge of the Commissioner, members of an ethnic minority,
(iii) have, to the knowledge of the Commissioner, a disability (within the meaning of section 6 of the Equality Act 2010(a));

c) an organisational chart showing the structure of the staff;

d) the job title, responsibilities and salary of each senior employee and (unless the senior employee refuses to consent to the publication of his name) the name of the senior employee; (please note this is contained within the Staff Organisational Chart document)

e) a register of each offer of a gift or hospitality made to a Commissioner or member of staff, indicating whether the offer was accepted or refused;

2A.  In relation to—

a) the duty of the chief officer of the police force maintained by the elected local policing body to provide assistance to the body under section 2(5) or 4(5) of the 2011 Act; and

b)the power of a local authority to provide administrative, professional or technical services to the elected local policing body under section 1(1) of the Local Authorities (Goods and Services) Act 1970(c), 

information as to any arrangements for use by the elected local policing body of the staff of the chief officer or of a local authority under those provisions.

3. In relation to the income and expenditure of the Commissioner —

a) the total budget;
b) the precept;
c) information as to each anticipated source of revenue (other than the precept);
d) information as to the proposed expenditure;
e) a copy of the annual investment strategy;
f) information as to each crime and disorder reduction grant made;
g)information as to each item of expenditure of:
(i) the elected local policing body, or
(ii) the chief officer of the police force maintained by the body,
exceeding £500;
h) information as to each item of expenditure of the Commissioner in relation to travel by, accommodation for, or the subsistence of, a Commissioner.

4. In relation to the property, rights and liabilities of the Commissioner -

a) the identity of any premises or land owned by, or occupied for the purposes of, the Commissioner;
b) a copy of each contract with a value exceeding £10,000 to which the Commissioner or the Chief Constable of Merseyside, is or is to be a party;
c) a copy of each invitation to tender issued by the Commissioner or Chief Constable of Merseyside in relation to a contract which is expected to have a value exceeding £10,000;
d) a list of every contract with a value not exceeding £10,000. 

5. In relation to the decisions of the Commissioner -

a) the date, time and place of each public meeting to be held by the Commissioner;
b) a copy of the agenda for each public meeting held by the Commissioner, and any report or other document that is the subject matter of an item on the agenda;
c) a copy of the minutes of each public meeting held by the Commissioner, and of each meeting which is not a public meeting but at which matters of significant public interest arising from the exercise of the body’s functions are discussed;
d) a record of each decision of significant public interest arising from the exercise of the Commissioner’s functions, whether made by the body at or as a result of a meeting or otherwise.

6. In relation to the policies of the Commissioner a statement of the policy in relation to -

a) conduct of the Commissioner;
b) the making of decisions of significant public interest;
c) records management;
d) whistle blowing;

7, In relation to the prevention of crime and disorder, a copy of any report required by the Commissioner from the responsible authorities for a local government area under section 7(1) of the Crime and Disorder Act 1998(b)

8. In relation to the independent custody visitor arrangements made under section 51 of the Police Reform Act 2002(a), information as to the operation of the arrangements.

Times of publication

Finally, this Order amends the provisions of the 2011 Order dealing with the timing of publication of information, consequent upon the other changes made. The information specified in paragraphs 1(d) (the allowances paid to each relevant office holder in respect of expenses incurred by the office and 4(d) (a list of contracts with a value of £10,000 or less) are to be published quarterly, as soon as practicable after the end of the quarter to which it relates.
